Objection to Land Disposal of Mesnes Field in Wigan

1. I strongly feel that the Mesnes Field is better retained as informal amenity green space, since there are brown field sites adjacent to the Wigan town centre for the location of a youth club.

2. The whole of the Mesnes Field area is not needed, the youth facility building and outdoor sports pitches only require half the field area.

3. The Council are failing to obtain maximum rent income from the lease, at true land value of £7m this could raise £350,000 for a cash strapped council.

4. Wigan Council have failed to hold a prior Public Meeting for the lease of land within a Conservation Area in accordance with legal requirements.

5. Contributing £400,000 a year of tax-payers money on a youth club when up to 1,000 Council employees are facing redundancy is not financially or morally justified in 2011.

6. Failure to consult the Central Ward Councillors and the Township on future use of the Mesnes Field as specified by Council Meeting decisions in September and October 2005.

7. I strongly disagree with the Council contributing £400,000 per year to this Youth Club when the Council is cutting more important and vital services to both the young and old of Wigan.

8. Any Council proposals for the Mesnes Field should be shelved until all the Local Government Ombudsman investigations into allegations of Council wrong-doings are completed.

9. There are covenants on the land relating to the Council purchase in 1921, the Council should abide by the covenants and identify which parts of the land cannot be built upon before any proposed development takes place.

10. I strongly disagree with the Council contributing £400,000 per year to this Youth Club when an existing youth facility in Drumcroon Gallery (which costs £220,000 per year to run) is threatened with closure.

11. I strongly disagree with the Council contributing £400,000 per annum to a youth facility when the Council has sold 5 publicly owned community facilities to a private company, including the Monaco Ballroom, Aspull Civic Centre, Lowton Civic Hall.
